What was the clause in deregulating conference champions??

I recall the Big12 wanted the ability to have a championship game without 12 members. The ACC wanted to grant conferences the discretion to determine the participants in the championship game. The Big12 got what they wanted. The ACC didn't.

Is the current rule that the teams have to either: A) Be the winner of 2 divisions (where each team plays each other) or B) the 2 highest standing teams from a round robin schedule?
